The Notorious IBE was founded in 1998 in Rotterdam. It took place in the Nighttown Music Theatre until 2006. In 2008, after a two year break, the festival moved to the city of Heerlen in the south of the Netherlands. IBE is a yearly 3 day festival, gathering more than 10 000 people from all over the world.

Unlike many other hip hop dance events, the IBE is set up like a festival. Every year the IBE invites worldwide renowned dancers (bboys & bgirls, lockers, poppers, house dancers), DJ's, photographers, video editors and special guests. The program, which includes battles, workshops, talkshows, danceshows, exhibitions and music performances, is scheduled in several locations, called Cyphers, located right in the city centre of Heerlen.

The entrance ticket gives access to all Cyphers and activities during the event. On the website, IBE's visitors can register for many of the open programs.

Heerlen, the city of IBE, is located in the province of Limburg, the most touristic part of the Netherlands, full of hotels, hostels and campings. The festival's organisation is committed to help every person who wants to come to the event by offering help with group arrangements, bus tours organized from different countries and a low budget accommodation called the IBE Sleepover.
